How can deeply underlying social issues afflicting the so-called
advanced world or welfare states be defined? Problems like aggravated
crime, robbery, drugs, alcoholism, red light districts, depression,
agony;  

can they be defined as ;

a. as genetically or rather biologically and environmentally structured?

b. as economic and political issues configured?

c. as social and society designed  problems? 

d. or purely as problems of science methodology and practice or
technical know how /technology?
