Sort of, but I think this is an oversimplification.
Popper was an advocate of evaluating theories in terms
of their correspondence with facts, whereas PKF
thought it fruitful to compare theories with other
theories. One would actually do this by deciding what
specific observations would decide between competing
theories, and concentrate on those. These notions are
certainly somewhat compatible, but one can hardly say
that PKF is saying nothing new.

Moreover, belief in what Popper is saying is actually
quite fashionable, whereas PKF is thought to be a
lunatic. Is PKF then just parroting KRP?
