Subject: Foreign Language Oscar


Which are the 'exact rules' for nominating a person or a film for an Oscar?

       I came to think about is when I realized that the British film "The
=46ull Monty" was nominated in four categories and actually won one Oscar. I
thought Oscars were for American films? Except, of course, the foreign
language Oscar. But British-English (as opposed to American-English) seems
not to be consideres a foreign language?
