Any film that plays for seven days in Los Angeles during the calendar year is
eligible to be nominated for Oscars.  Several British films have been
nominated or won Oscars, and many foreign language films have received
nomination.  In fact, Sophia Loren won her Oscar for Two Women, and Italian
production.

Generally, foreign language films do not recieve major Oscar nominations
because not enough Academy members see foreign films. In the sixties and
seventies it was considered chic to see art/foreign films, and movies like Z
and Cries and Whispers got nominations. Not anymore.

As a side note, the Oscar for best foreign language film is voted on by
committee, not by the academy membership, from a pool of films submitted by
their country of origin. These movies need not have played in America to be
considered.
