I have been studing photography/power from foucauldian 
perspective and I found an article from "History of Photograhy" 1991/4
which said that already in 1824 there was a plan to construct similar
surveillance system in Glasgow. Note that this was before photography was 
invented. The plans were to build up the system based on camera-obscura.
As far as I know the plans were never fulfilled (until now)
