The best reading of agency in Foucault's late works is in Deleuze's FOUCAULT, in the chapter/section entitled Foldings. In this connection Barry Smarts review essay of HS II and II and John Rajchman's book on Foucault and Lacan are helpful. If you want to make the connection between this concept of ethics and F's work on governmentality - around the ideas of practices/technologies I found Ian Hunter's work helpful.
