You can find these "methodological precautions" in "Two Lectures" which is 
published in the collection Power/Knowledge--the precations themselves appear in
the second of the two lectures.  I also think that this piece is found in the 
Kelly edited volume "Critique and Power" and probably quite a few other places 
as well.
