A good discussion of this can be found in Barry Hindess's article in
Economy and Society 26(2) entitled "Politics and Governmentality".  He
presents an interesting argument, from the governmentality perspecitive,
about the tenuous interdependence of liberty and security inherent in
liberal rationalities of government.  I highly reccommend this article to
anyone interested in governmentality.
