In addition to the work by Robin Evans, John Bender's _Imagining
the Penitentiary: Fiction and the Architecture of Mind in 
Eighteenth Century England_ includes relevant material;  you 
might also look at Robert Rosenblum's _Transformations in
Late 18th Century Art_ for comments on visionary architectural
designs.  I don't remember if he mentions the panopticon 
specifically, but related projects are mentioned.
