In response to the governmentality question, the first places to look are
Foucault's lectures/articles called 'governmentality', 'Beginnings of the
hermeneutics of the self' and others on pastoral power and the police.
Also consider the literature on biopower, esp the end essay of HS1;  DP is
not entirely irrelevant either.  There is of course a whole body of
literature that has sprung up around the idea of governmentality, (see
people like Mitchell Dean, Barry Hindess and Nikolas Rose for instance) and
this usually elaborates much more on rationalities of neo-liberal
governmentality than Foucault was able to do in his own work.  You should
also see the lectures that foucault gave as Chair at College de France
between 1979 and 1984.
