On race and Foucault more generally I would concur with Stuart's recommendation of Stoler's and Goldberg's books, and add also the first volume of Foucault's _History of Sexuality_. You might also want to consult Balibar's works on racism (and his essay on Foucault in the collection _Michel Foucault: Philosopher_), as well as Mike Hill (ed), _Whiteness: A Critical Reader_.
