My advice would be to start with the collections of interviews and short
essays, sometimes habermas can - to borrow from Nietzsche - say clearly in a
paragrpah as much as he does obscurely in a whole chapter. The public sphere
works are absolutely central since they contain the basic politics of the
entire programme.

But here as always it depends on what you want from habermas?
