If this hasn't been mentioned yet, there is a good discussion of reflective 
judgement in Seyla Benhabib's Situating the Self (1992) which goes through 
Kant-Arendt-Rawls-Habermas.  One might also look at Arne Johan Vetlesen's 
Perception, Empathy and Judgment (1994).
