Excuse my somewhat amateurish question - but how do you define
terrorism? what is the difference between terrorism and any other criminal
act? if innocent people die from a hand of a guerilla who was trained and
paid by CIA, how is it different from a terrorist act? only in definition?

I think our discussion will go way out of this list's ranges if we start
this conversation about who and where supported whom. CIA activity
in Chile resulted in deaths of many innocent Chileans.  If you think that the criminals are
only those who actually perform the act of terror and those who pay, train and
support are not guilty, then I see no point to discuss this issue.

Well, I can hear some of the f "either with us, or against us" rhetoric in 
your comment. I don't see any proves yet that the perpetrators are known,
even though bin Laden is blamed, there are no proves for that... I am not
suggesting that US should not punish those who are responsible for the
act of terror in NY and DC. What I am suggesting is that US foreign policy
after WWII doesn't seem to give it a moral right to claim that it is going to
start a war against terrorism and all those whose activity results in death of 
innocent people. Am I anti-american? No. We all have our biases, I can redirect
your question to you - you are obviously pro-american, with such a bias 
why should anyone listen to YOU?
