For staters, have a look at New German Critique, Number 12, Fall 1977. Four
essays (one by Habermas). The Habermas paper doesn't squarely address the issue
of terrorism but read collectively these papers may prove illuminating from the
perspective of Frankfurt School inspired thinking.

Herbert Marcuse "Murder is Not a Political Weapon"
Rudi Dutschke "Toward Clarifying Criticism of Terrorism"
J. Habermas "A Test for Popular Justice"
Oskar Negt "Terrorism and the German State's Absorption of Conflicts"
