This isn't correct. I.I.Rubin was a professor of Marxist economics in the 
twenties and published three books between 1924 and 1930. He was arrested in 
1930, imprisoned, accuesd of belonging to an organization that never 
existed, forced to "confess" and later murdered. Source: I.I. Rubin _Essays on

After 1930, of course, his books were no longer available in the USSR, and only 
re-emerged after May 1968 -- in English.
