However in the realm of policy, there is something here called 'soft law'
and that occurs when you have a consensus and there is no need to enforce
the law which is agreed to.

For example, the UN Security has made resolutions requiring Isreal to do
something many times to improve it's foreign relations and internal
problems, in fact there are as many as 2 dozen resolutions made by the UN to
Isreal.

There is no way a court can enforce these laws for Isreal. Why because the
US does not support the resolutions which it could veto if it wanted. The US
is not a member of the World Court because it fears that a country could use
the World Courts to judge the US because some countries do not approve of US
foreign policies such as Cuba for instance.
