What is the willing of the will to power?  How 'bout we think of it 
as a capacity, what the Greeks
called a "dunamis"?  As a dunamis, willing is enacted in degrees 
(strong to weak, let's say), and designates (points to) the degree of 
conscious intentionality one invests in an act (including an act of 
thinking). And we have control over conscious intentionality in 
accordance  with  how strongly  we value the act ( or the dimension 
of it we're attaching conscious intentionality to) and so choose to 
attend to it.  At any given time we are doing a multitude of things, 
most of which we do without giving it any thought.  But when we 
choose to focus on a particular aspect of what we're doing, and try 
to get it right. . .

Anyway, this gets me a little further in trying to understand the 
relationship between willing and value, even if they are the same 
thing.
