Lisa, what do you mean by "blocking"?  There are only two ways to "block"
people from majordomo lists:

1.  You expel them again and again, whenever they show up
2.  You, rather than spoon, become the recipient of all the subscription
    requests for the given list, and you make individual decisions 
    (on what basis?) as to whether or not to permit the given person
    to join the list.  We do have one list like that, but it is very
    small and currently meant to stay that way.
