I wish you would elaborate on this point in greater detail.  Are you
saying Keohane is speaking in an international context, while you feel
that America dominates globally?

I would agree that oil exploits and manipulates and that America tends
to dominate the global scene, dropping bombs at times on young,
reactionary states.
