they may be citizens of countries they left or countries they reached. I read lately that in the U.S. there are 20 million with green cards, i.e. legal residents, not citizens, and there are reportedly 7 million illegal immigrants, no one really knows.

Last night I saw a PBS program on Nobel prize winners.  You could say they are citizens of Nobel's world, the Prize is their passport and Certificate of Identity.

Incidentally, I find much to agree with in your two recent cyborg installments.
