Steve why do you think that "to imagine that "it" (EU) cares about peace
is simply wrong"?
 
In my reading of this, simplifying a great deal, it seems the US tends
to prefer the hard power of military intervention to the soft power that
the EU prefers; engaging in diplomacy and multilateral consensus
building instead.  Both are forms of power politics, but in the short
term it seems to me that our best hope for peace lies more in the latter
rather than the former even though I recognize that such 'peace' does
not necessarily entail 'justice'.
 
But, yes, the poles will converge. The question is what will be the
overall composition?
