All blacks, or just those marginalized as the "underclass"? Black poverty
rates are at an all-time low, and black incomes have been gaining on white
ones at every income level for the last 5-7 years. Certainly the (highly
racialized) war on welfare is driving lots of black Americans to the wall,
but that's not the case for most black households.
