Miners' strikes (and others) in Russia may sometimes be difficult to analyse 
correctly. Many recent strikes have taken place with the full support of the 
bosses, who see them as the only way to get their bills paid by the Government. 
I don't have any detail on the latest instance, but I would advise caution in 
arriving at a 'dual power' analysis.
