Mr Kim Young-sam,
31 December 1996
President of the Republic of Korea,
The Blue House (Chung- Wa-Dae),
1 Sejong-Ro, Jongro-Ku,
Seoul 110- 050, Republic of Korea

Dear Mr. President,

We write to protest the anti-labour laws introduced in the Republic of
Korea, because they severely curtail freedom of association for the
country's workers and allows Korean companies to more easily fire workers
and replace strikers, thus destroying their job security; these laws also
continue to ban multiple unionism and are clearly designed to outlaw the KCTU.

We also protest the amendment of the National Security Planning Agency Act,
which will ban people's freedom and make it more difficult to build a
democratic society in the Republic of Korea, and inhibit the eventual
re-unification of the Korean Peninsular.

We are deeply concerned to note that the response of your government to the
massive popular resistance to the labour laws and the national security
planning law, has been to arrest all the responsible leaders who took part
in the general strike and rally. We protest these arrests most strongly and
ask you to use your good offices to immediately release all those arrested.

You must be aware of the damage these laws and repressive anti-democratic
measures do to the reputation of the Republic of Korea in the eyes of the
world. The ITUSC urges you to take action to repeal these laws and introduce
legislation which protects the democratic, human and trade union rights of
Korean citizens.

Yours faithfully,
KEITH STANDRING
General Secretary
