A "COMMUNIQUE 1", SEP '96, ANNOUNCING THE
FOUNDING(?) OF A "WMC"

(and further below: A declaration by me the next day on this)


The context in which these two document come in is touched
on in part 2/8 above. And it's suitable to bring here an

INTRO NOTE TO THE TWO DOCUMENTS IN PART 7/8:

In brief, what took place was that those who in March 1996 had
initiated the Call for the WMC - comrades Luis Arce Borja and
Adolfo Olaechea obviously, at least, together with still today
to me unknown how many or which other individuals and/or
organizations - in August 1996 went ahead and founded a
"WMC" all by themselves, failing, then, to have in the least
discussed this with, or even in advance informed, for instance
me, who had been among the endorsers of that call, and who-
knows-how-many-more of those other individuals and
organizations which had likewise endorsed the original Call.

In the suddenly appearing "WMC Communique No. 1", it wasn't
even made clear whether a "WMC" actually *had* been founded
- this fact was stated, in another posting, only the following day.

And there was an obvious incorrectness in a "list of signatories",
which might either (in case the written "date and place of signing",
"Brussels, August 1996", was intended to be taken seriously)
indicate those who supposedly actually were there at that time for
this founding, or else (in case that "date-and-place" was only
meant as a kind of "summary") indicate all those who at different
earlier points in time and in different places had endorsed the
original Call - in both these cases, I knew, and could tell that
the "WMC founders" were not unaware of either, one signature in
fact absolutely did *not* belong in that list, namely, that of the
IEC group (Emergency Committee) here in Malmoe, Sweden.

It was somehow the case that its "signature" had "replaced"
mine, the latter having that not inconsiderable political
importance that precisely I - and to my knowledge no other
individual, party or group - *represented the unmasking and
repudiation of the "RIM Declaration"*, whose reactionary line,
in reality favouring above all the US imperialists, it was vitally
important to neutralise and to keep out, as far as at all possible,
>from any WMC that was to be built up.

This was one unacceptable point in connection with this "WMC
founding" but not the only one. I saw reason, under those
circumstances described, to believe that other endorsers too
had been kept completely in the dark about this "founding".

Therefore, I on 17.09.96 posted that declaration which is
reproduced here as the second document. On 20.09, I
complemented it with a somewhat different one in Spanish -
not reproduced here.

Despite my serious and publicly raised objections both to the
handling of and also the reporting on the question of the WMC
on the part of the editor of El Diario Internacional, comrade Luis
Arce Borja, as well as on the part of others, I have continued and
am continuing to support this monthly and to disseminate it here
in Sweden. This is because of my wish not to break that unity
which there still is on the question of support for the people's war
in Peru. It's also in the hope that the comrades responsible will
realize their mistakes on the questions of international line and
of proletarian internationalist democracy and correct them.

WORLD MOBILISATION COMMISSION (WMC)

COMMUNIQUE No 1

1. - To Defend the Life of Chairman Gonzalo and his powerful
     ideology.

2. - To defend the People's War, the Communist Party of Peru
     (PCP) and its leadership without reservations.

3. - To defend the life of the prisoners of war and political
     prisoners.

4. - To defend Maoism as third and superior stage of Marxism.

5. - To struggle against imperialism, revisionism, opportunism
     and all counter-revolutionary forces.

6. - To work for the realisation of a WORLD CONFERENCE
     convening political parties, support groups, fronts and                
      personalities who sympathise with and support the
     People's War in Peru.

The undersigned wish to express our most fervent solidarity and
support to the victorious People's War and with the Communist
Party of Peru (PCP) leading it since 1980.  We are convinced
that the Peruvian revolution is a first class contribution to the
world proletarian revolution. The armed struggle in Peru is an
example of true combat against imperialism and revisionism. In
this context we recognise the revolutionary condition and key
contribution of Chairman Gonzalo as leader of the Communist
Party and of the revolution.

The forces of imperialism, revisionism and opportunism have, in
various occassions and availing themselves of various methods
to destroy and obliterate all traces of sympathy towards the
People's War and the Communist Party of Peru (PCP).

As Chairman Gonzalo has pointed out, in order to achieve victory,
a revolutionary process needs favourable public opinion and,
particularly, of a support movement from the revolutionary
organisations and parties........

A DECLARATION BY ME THE NEXT DAY ON THE ABOVE

Declaration concerning an impermissible "WMC communique"

Yesterday, 16.09.96, there was put out on the Internet,
by <hariette-AT-easynet.co.uk>, a statement said to be
"another article translated from the latest El Diario
Internacional (Number 35 - August 96 edition)". The
statement was headed:

"WORLD MOBILISATION COMMISSION (WMC)

COMMUNIQUE No. 1",

dated "Brussels, August 1996"

and signed, or purportedly signed, by a number of
organizations, among them "Emergency Committee -
Malmo - Sweden".


I hereby declare that

A) I am in no way co-responsible for this statement.
B) I repudiate it, not because of its contents, which I,
as far as these confusingly presented contents are
understandable, absolutely support, but because of the
manner and circumstances in which this statement is
presented.
C) The signature to this statement of the Emergency
Committee - Malmoe - Sweden is not a genuine one.

I'm making this declaration in my capacity as
1) representative and propagandist of the political line of
Marx, Lenin and Mao Zedong since 1974,
2) member of the Emergency Committee - Malmoe -
Sweden since its foundation on 23.10.1992 and member,
since the Founding Conference of the IEC in February 1993,
of the Steering Committee of the IEC,
3) contributor since March 1995 to the dissemination of
El Diario Internacional,
4) co-endorser since March 1996 of the Call for the WMC.

I call on the other co-endorsers of the Call for the WMC
likewise to repudiate this so-called communique.

Why is this necessary?
Why is this statement not acceptable?

I would like to call your attention to the following 5 points,
for an explanation of this.

=A41. The heading of this communique seems to indicate that
a WMC - a World Mobilisation Commission to defend the
revolution in Peru - has already been formed, although this
is not clear either, since, at the end, individual signatories
appear.

If it is to be taken as meaning that there already is a WMC,
this WMC would then have been formed in a completely
impermissible manner. There was put out a Call for a WMC
in March of this year. Several organizations and some
individuals including myself endorsed this Call. When a WMC
is to be formed, then obviously, the endorsers of the Call
for it must have a say on this formation. But I at least have
received no information whatsoever on this communique prior
to its being published. 

If it is not to be taken as meaning that there already is a
WMC, then what is the point of it? It cannot but spread
public confusion concerning this question.

=A42. Mysteriously, the communique starts out with six points
in the infinitive. Those six points are approximately the same
as those which the Call for the WMC states would be the
tasks of the WMC, but not exactly the same - two of them
are somewhat abbreviated as compared to the Call. I on
my part absolutely would endorse the contents of them.

Only, I in no way have been asked to do so in this manner,
and therefore must protest against this "August 1996
communique" which bears the signatures of some of those
other signatories to the original Call which I know of, but
does not bear my signature.

=A43. It isn't clear what the communique means by its simply
stating, initially, "to do this, to do that". Is it the case
that a text originally in Spanish, calling on people to do this
and that, has been mistranslated into English? If so, this would
clear up that particular mystery and would leave instead a
criticism to be directed against the translator.

=A44. When among the signatories of this communique there
appears one local IEC group of which I am a member, it
must be pointed out that this local group, the Emergency
Committee - Malmoe - Sweden, has held no meeting
whatsoever to endorse it, at least none to which I have
been called, and a meeting without all members being
called beforehand of course would have been an illegal
one.

In fact I did propose, in April of this year, a meeting of our
local IEC group with a view to our endorsing, as a group,
the Call for the WMC, but because of certain circumstances,
in connection with expulsion threats here among other things,
such a meeting has so far not come about.

On 10.06.96, comrade Luis Arce Borja, the editor of El Diario
Internacional, directly asked me whether my endorsement of
the WMC had been on the part of some organization or other.
I replied in the negative. My e-mail endorsement, on 30.03.96,
also made clear that it represented nobody but myself as an
individual.

=A45. To the efforts really to create a WMC, efforts which I
hold are very important, not least since task point 4 of the
Call for it - "To defend Maoism as the new, third and superior
stage of Marxism, within the context of Marxism-Leninism-Maoism
taken as a unity in development" - implies the possibility of
the WMC:s giving genuine guidance to the international
proletariat, this complely impermissible and confusing
"Communique No. 1, of August 1996" cannot but do grave harm.

This declaration will be sent by e-mail to the Jefferson
Village Virginia Marxism list and by mail to El Diario
Internacional.
