I won't get into any debates about Tibet, but it should be pointed out that
Mao took the line that minority nations within Chinese territory do not
have the right of self-determination, that is, independence. This was an
explicit rejection of Lenin's policy on the national question. Apparently
the Chinese governments after Mao maintained this policy. Tibet is a nation
(whether you use the classical Stalin definition or any other): language,
culture, territorial unity, etc. The fact that Tibet has been under Chinese
control for 700 years is irrelevant (just as the fact that Northern Ireland
has been under British control for 700 years is irrelevant).
