President Clinton and President Nursultan Nazarbayev of Kazakhstan have agreed a legal accord should be adopted establishing ''clear property rights'' for the valuable Caspian Sea oil fields. The two leaders met this evening at the White House and reaffirmed their countries' economic ties, particularly regarding the development of Caspian Sea oil reserves. U.S. oil companies, including Chevron Corp. and Mobil Corp., are among those having operations in the Caspian. In a joint statement after the meeting, the two leaders said they agreed the next step should be to outline legal property rights for the Caspian oil fields.{UPI} Sure and to make it damm clear that U.S. interests have the largest share in exploiting these fields.
