Info #59en: 1/2 Struggle for Barseb=E4ck - ctd [Posted: 13.12.97] [Continued from part 1/2] [Here are reproduced two postings from 30.11] Barseb=E4ck N-plant: Meeting against closure threat [Originally posted: 30.11.97] A very small but in our opinion important street meeting was held here in Malm=F6 in Sweden's southern province of Scania yes- terday, organized by the Committee Save Barseb=E4ck (<kommitten -AT-hotmail.com>), of which I'm a member. We protested against a proposed, completely unconstitutional law on which the Swedish parliament is to vote on 18 December. This law, if passed, would allow the government to close down the Barseb=E4ck nuclear power plant some 40 km from here, despite the fact that the plant has an operation permit for many years yet and is not owned by the state. At the meeting, at Malm=F6's main square the Stortorget at 12 noon, I said the following on behalf of the committee: "The Committee Save Barseb=E4ck has called for a protest meeting now today, because there soon will be a new risk day ["riskdag" in Swedish; the parliament here is called "riksdag"] for vital interests of practically everyone in Scania, in Sweden as a whole and for those of many outside this country too. Before long, the parliament is to vote on a scandalous proposal for a new law. That will be on 18 December - deferred from 3 December as originally envisaged and as indicated on our pos- ters. The content of that proposed law in brief is that the government would get the right to close down the Barseb=E4ck plant. This de- spite the fact that this power plant, which functions perfectly well, using the most modern, the cheapest and the most environ- ment-friendly technology for producing electricity that is known today, has an operating permit for many years to come yet. And despite the fact that it's not owned by the state either. It's a proposal for a sabotage law. It contravenes both the constitution and the European Convention. According to the con- stitution, an expropriation, which it would be a question of in this case, is only permitted if it's required to satisfy vital public interests. [Note: The term in the Swedish constitution is "allm=E4nna in- tressen", which may be rendered either as "public interests" or as "national interests."] An to cause, as the governments wants to, the closing down of over 6% of all electricity production in this country, to des- troy values of some 40 to 60 billion crowns [corresponding to some $5-7 billion], purportedly to cause that Sweden will no longer be able fully to supply itself with electricity, this of course is not a public interest at all. Maintaining that it is, that's nothing but an outrage. The plan to close down one reactor [out of the two] at Barseb=E4ck as soon as on 1 July of next year and the other in 2001, on the contrary, precisely is directed squarely against the interests of almost everybody. It would be people in general who'd have to pay, with greatly increased electricity prices, with higher taxes, with fewer jobs, with deterioration of the environment. Therefore we say: No to sabotage law! Save Barseb=E4ck! Unfortunately, we're only quite few people who've gathered here today, much too few considering the importance which this mat- ter has. The employees of the Barseb=E4ck plant already have protested strongly against the closure plans, with the big "re- actor-hugging" on 4 May of this year with almost 1000 partici- pants, and in other ways. These closure plans indirectly hit at people in general too. And we know that a large majority of people are strongly against them, despite all misleading propaganda against nuclear power since decades back. But what larger organizations have there been at hand to orga- nize this resistance? Unfortunately, none or as good as none. This also must give food for thought. It's needed that ordinary people take action. NO to sabotage law! Save Barseb=E4ck!" [So far my speech at the protest meeting here yesterday] [I.e., on 29.11.] Barseb=E4ck N-plant: Meeting's resolution 29.11 [Originally posted: 30.11.97] At the street protest meeting here in Malm=F6 yesterday against the Swedish government's plans to close down the Barseb=E4ck nuclear power plant (see also posting "Barseb=E4ck N-plant: Meeting against closure threat"), the following resolution was passed: RESOLUTION by protest meeting in Malm=F6 on 29.11.1997 organized by the Committee Save Barseb=E4ck =A4 The parliament of Sweden on 18 December of this year is to vote on a proposal for a new law whose whole meaning in practice is to make it possible for the government to close down the nuclear power plant at Barseb=E4ck despite the fact that this power plant has an operating permit for many years yet and is not owned by the state. =A4 We, 10 participants in a public meeting at Stortorget in Malm=F6 on this day, most strongly protest against this law proposal and call for the parliament to reject it. =A4 Such a law as that proposed is nothing but a sabotage law. To close down this power plant, which functions perfectly well and uses the most modern and the cheapest technology for electricity production that is known to- day, and which is very environment-friendly and safe, would mean: That over 6% of all electricity production capacity in Sweden were annihilated That values for altogether between 40 and 60 billion [$5-7 bn] were destroyed, which in the final instance would hit most people That this formerly relatively modern industrial country would no longer even be self-sufficient in electricity That the entire industrial development and thus the possibilities of new jobs would be dealt another hard blow That one would contravene directly what, despite decades of misleading propaganda against nuclear power, a mas- sive majority of the citizens of this country wish That an extremely bad precedent would be set interna- tionally as well. =A4 More than that, the proposed law is a sabotage law also in that it flagrantly contravenes the principles of a state ruled by law. It contravenes the Constitution of Sweden, which among other things states that an exprop- riation, which is precisely the content of this law, may take place only if this is required to satisfy vital public [national] interests. It further contravenes the European Convention, which Sweden has signed. =A4 Those strong protests against the closure plans which have already been raised by the employees at the Barse- b=E4ck plant and by the employees at other nuclear power plants in this country are quite just and merit every support possible. From people abroad too, support has come for these protests. This we warmly welcome. =A4 We call for people in general to make their voices heard in all ways which it is possible for them to do so in this matter, and to counteract as strongly as possibly these anti-people closure and destruction plans. =A4 NO to sabotage law! save Barseb=E4ck!
