> Clinton to Open Full Economic Relations with Vietnam: report
>
> WASHINGTON. President Bill Clinton is preparing to open the door to
full economic relations with Vietnam because of its improved emigration
policies, The Los Angeles Times said Thursday. The upcoming policy
change, of which Congress has been informed this week, is one of the key
 steps required for Vietnam to obtain full trading privileges with the
United States, known as most favored nation status, unidentified senior
administration officials told the daily. Clinton is preparing to grant
Vietnam a waiver from the Jackson-Vanik amendment, a provision that bars
 full economic relations with a Communist country unless it allows free
emigration.{XINHUA NEWS AGENCY}

           Please correct me if I am wrong,but the USA lost 56,000
           troops in Vietnam,now I think Vietnam should have full
           diplomatic and economic relations with the USA.What about
           Cuba,what have they done to incur the continued wrath of the
           USA?
