Rolf Martens asked whether anybody has the article "On the Question of
Stalin" in English and mentioned that he thought it would be a good idea
to get it on the Net.  It seemd to me that I had come across it at some
opoint and, after re-checking, confirmed that it is available on the Net
in English.  It can be found at:

international crisis which generated it and which resulted from it,
