	The market and collective enterprise is the foundation of the
economy, but it's engine maintains a signifigant amount of indicative
investment planning because the central banks control and direct
investment centrally to existing firms, or to create new ones. Also
planning will exist that does not take the form of investment within a
market context; for example the government will probably support a free
health care system, or a national organization for strategic research in the
sciences.
