Subject: M-I: Albania, March 9, 1997--an attempt to disarm a rebellion!

A classic case of capitulation of a ex-CP, now Socialist Party, to
a explicit bourgeois party with the objective of disarming a rebellion!

TIRANA, Albania (Reuter) - "President Sali Berisha and
Albania's ruling and opposition parties signed an agreement
Sunday calling for a national unity government and elections by
June.
"The nine-point accord, made available to reporters, also
gave rebels holding several cities in the south of the country a
week to hand in their weapons.
"The agreement, clinched after two days of talks and
mediation by senior European emissaries, followed Berisha's
reversal of his refusal to form a coalition with the Socialists,
heirs to Albania's Communist party.
"The setting of the June deadline for fresh elections was a
further concession to the opposition. Berisha had initially
proposed elections within 45 days and then extended it to two
months.
"The opposition, which criticized last May's election as
unfair, had objected to such a short time frame, saying it was
impossible to hold elections under a state of emergency
introduced last week.
"More than 20 people have died in the latest wave of violence
in Albania, initially sparked by the collapse of fraudulent
investment schemes with the life savings of hundreds of
thousands. Rebels holding several southern towns have said they
will not give up their weapons until Berisha resigns."

THREE HOURS LATER, UPI reports that the offer of a "week to turn in their
weapons" as "an offer the BBC correspondent in southern Albania says is
being ignored."
