I ran out of time before finishing above message...short addendum 
follows:

a friend of mine who spent 2 weeks in Vietnam last month reports
that sole proprietor street-vending was everywhere in the cities
he visited...also that "possessive-individual" corruption runs
rampant among bureaucrats and mid-level to higher level party members 
to secure local franchising rights for foreign company production 
facilities...lastly, he told me that the Internet is a big issue...he 
is able to send and receive e-mail from a few authorized people...but no 
use of Web...the official line is that the government wants to
prevent access to porno-graphics (no erotica.com?)...Michael
