Subject: M-I: Paris halves car traffic today

Today seems to mark a new step in the way the environment is shaping human
behaviour and emphasising the need to bring human technology under social
control. - air pollution so bad in Paris, that only cars with even
registration numbers were allowed in.

The reports tonight are that this was perceived as producing a marked
improvement over the crisis level of air quality.

Perhaps even more interesting considering the opportunities this might have
given for grumbling, rebellion and discontent against the new left wing
government, it appears to have been accepted with little protest.
