One of the most notorious is the ban on tuna imports that are not 
"dolphin safe"  Mexico took exception to the ban and characterized it as 
an excuse to favor domestic fisherman and an informal tarrif against 
Mexico fisherman (i.e. fair trade).  The WTO sided with Mexico.  In this 
case, it was used in lieu of a tarrif (as opposed to levying a tarrif).
