To the readers of the Marxism-News list,

I need your help.  I am working to build discussion on the most important
question facing the working class today:

                "What are the most decisive tasks for
                rebuilding a genuine communist movement ?"

I have recently formulated what I believe are the decisive tasks for
communists in the countries of bourgeois democracy--at least in respect to
the next decade or so and the coming revolution in digital communications.
Since my article is the work of a single person there are bound to be
deficiencies.  My article is posted on the web and has a section at the
bottom
of the page which will link to all sincere and serious comments, criticisms
or suggestions which discuss in a concrete way *the decisive tasks for
rebuilding
a genuine communist movement*.

Following is a summary of what I have concluded are the decisive tasks:

1) A web-based news service
==========================
In the realm of practice the decisive task is the development of a
web-based news service that would be open to all trends and
created in such a way that no single trend, or group of trends,
could exercise effective control over it in such a way as to exclude other
trends.

This would be accomplished by *not* using copyright protection and instead
creating the news service on the basis of simple technical and political
agreements
that would be enforced by the weight of mass opinion.

Such a news service would allow its readers to decide for themselves what
topics, authors and trends are of interest--and what would be filtered out
by a wide variety of filtering methods.

Such a news service would assist in bringing the masses in the countries of
bourgeois democracy (as, over the next decade or so, they come on-line)
into contact with news and analysis by groups on the left--and would also
provide a vehicle for both cooperation and competition between various
trends.

2) A clear picture of workers' rule
==================================
In the realm of theory the decisive task is the development of a clear
picture of how the system of workers' rule can suppress the bourgeoisie
*without also* suppressing the working class (and thus paving the way
for the domination of a new class of privileged exploiters--as
happened in the Soviet Union, China and other "socialist" countries).

The communications revolution will itself play a big role in this since
under the system of  workers' rule--the access of all to the internet will
help to ensure that mass democracy prevails against the interests of all
privileged sections.  Discussion and development of this decisive question
is necessary to restore the confidence of workers in the possibility of
workers' rule after previous attempts degenerated into police states run
by and for the interests of a corrupt ruling elite.
