Dear Comrades and Friends,

A warm and revolutionary greeting to all of you. With great joy and revolutionary fervor we have the pleasure of sending you two documents along with this letter.
The first is a Pronouncement from the Shining Trench of Combat of Canto Grande on the 17th anniversary of the initiation of the People's War. The comrades in Canto Grande, overcoming the difficult conditions of imprisonment they are subjected to, have again conquered their own block where they have even been able to carry out celebrations. At the same time, the revisionist and capitulationist right opportunist line (ROL) is being swept away and express its pessimism, internal struggles and conflicts, dreaming that it is still possible to sign the so-called "peace accord," etc. The truth is that they are reduced to a handful of inveterate revisionists and capitulators. All of this is one more triumph for Chairman Gonzalo and the Communist Party of Peru.
This is a clear expression of the powerful and unstoppable advance of the People's War at the national level which is overcoming the bend in the road, a product of inflexion, and crushing each and every one of the hoaxes launched by the enemy which is trembling before the advance of the People's War. All of their intentions to crush the Party and the People's War have failed, and the counterrevolutionary hoax of the so-called "peace letters," whose origin is attributed to Chairman Gonzalo, has been crushed. The successful development of the present campaign, part of the Plan "Overcome the Bend in the Road, Developing the People's War!", proves this powerful reality.
The sharpening and polarization of the class struggle, which is stirred up by the People's War, shows clearly a greater development of the revolutionary situation in growing development and that we are approaching a revolutionary crisis. It also creates magnificent conditions for a greater development of the People's War and the perspective of conquering power countrywide is presenting itself as real and concrete.
In the face of this situation, the old state has seen the necessity to apply fascism, but a fascism adapted to the conditions of combating the People's War. We have the plain certainty that although this carries with it a greater reactionarization, this can detain neither the Party nor the People's War.
The other document is a statement by the Peru People's Movement (MPP) condemning the arrests, abuses and persecutions which the old state is inflicting on the democratic lawyers, and calling on world public opinion to defend them.
As we can see, comrades, on the one hand the People's War continues its unstoppable development and has not been stopped one minute, not one second. The Communist Party of Peru is firmly united and reaffirms itself on Chairman Gonzalo and his Great Leadership and has reiterated the call to Defend his Life and Leadership, crushing whatever attempts, come what may, of sullying him by implying his authorship of the so-called "peace letters." Similarly, the Communist Party of Peru is firmly united and reaffirms itself on the Basis of Party Unity and the established plans. On the other hand the old state is being rocked by the advance of the People's War; each and every one of their campaigns of encirclement and annihilation has been defeated by the People's Liberation Army, along with each of their counterrevolutionary hoaxes. In other words, they are facing the greatest crisis of their history in worsening conditions. All of this fills us with optimism and revolutionary joy and is an incentive to double our efforts and continue serving the Party and the People's War more and better.

On this historic moment, the 17th of May, anniversary of the Initiation of the Armed Struggle, marks 17 years of irrepressible People's War in Peru which burns powerfully and victoriously, which continues and will continue to advance. The wheel of history cannot be detained, and this is known consciously and completely by our people who continue struggling heroically alongside the PCP, striving for a new dawn.
The People's War is continuing to undermine and demolish the old state and their reactionary, opportunist and revisionist bedfellows, who are blindly lashing out in desperation with their dark dreams of detaining and impeding the development of the People's War. Chairman Gonzalo, great leader of the PCP, at the initiation of the Armed Struggle called on all the Party to: "Never drop the banners of the revolution until Communism. Even if the superpowers and powers come, armed to the teeth with their powerful weapons, we Communists know what we want and why we fight; nothing can nor should detain us in the completion of the Party's objectives to serve the people, the proletariat and the World Revolution."
Following his example and his ideas formed as Gonzalo Thought, the People's War is marching unstoppably to conquer power and its development is inevitable.
The People's War has advanced and so too have the genocidal armed forces who dream of annihilating us, who dream of drowning us and the revolution in blood. The old state is expressing its desperation in its low intensity war, carrying out their plans of genocide, their bombardment of the so-called "SL bunkers," the rocket attacks against the People's Committees, "final battles," "sendero is split," "sendero is no longer a threat to the state," etc. The fact is that they couldn't and won't be able to stop the invincible People's War, which is confronting and crushing all the cackling of the genocidal and sellout dictatorship, the genocidal armed forces and the puppet Fujimori, the most unchecked servant of imperialism, mainly Yankee imperialism. They also dreamed that the class would sell out its Party; they launched a sinister counterrevolutionary hoax, slandering Chairman Gonzalo that he was calling for a "peace accord," and in collusion with this hoax a revisionist and capitulationist Right Opportunist Line pretended that the Party would derail and abandon the path of the People's War. They have been reduced to a handful of revisionists and capitulators, asking the reactionaries for reconciliation and liberty to preserve the old state and continue being exploited and oppressed.
This has served for the Party to reaffirm itself in the Great Leadership of Chairman Gonzalo, in revolutionary violence, in our Basis of Party Unity, and for the PCP to be purged and fortified. Thus it is very important to keep in mind and greet with revolutionary jubilation the heroism and the unyielding struggle of the masses in the Base Areas to maintain the New Power. It is an example for the Peruvian people, the organized masses are the only and true power on the face of the earth, as long as they are led by the Communist Party. The advance of the People's War, overcoming the bend in the road, developing the People's War, is stirring up the polarization of the class struggle. The struggle of the masses with massive, violent demonstrations of the workers, street vendors, construction workers, etc., the polarization of the contradictions within the big bourgeoisie between the comprador and bureaucratic factions and among their own internal groups, a complex and bitter struggle within the heart of the big bourgeoisie, expresses a very profound crisis, the worst in the history of the old Peruvian state which it cannot escape. All these are clear proof of the revolutionary situation in growing development and that we are marching toward the revolutionary crisis. Finally we say that the People's War will inevitably triumph and will be an important contribution to the development of the World Proletarian Revolution, always guiding ourselves with Marxism-Leninism-Maoism, Gonzalo Thought, keeping the banners of the People's War on high, and overcoming the difficulties, we will conquer victory after victory and imperialism, reaction and revisionism will be swept away and converted into a few, dark ashes by the omnipotent, Marxist-Leninist-Maoist, Gonzalo Thought People's War of the broad masses of people.

An appeal to world public opinion:

A CALL:

DEFEND THE LIFE AND INTEGRITY OF DEMOCRATIC LAWYERS IN PERU!

Once more the genocidal, sellout and fascist dictatorship of Fujimori, following his genocidal plans against the Peruvian people, in a desperate attempt to stop the unstoppable and powerful advance of the People's War, is violating its own laws to strike out at the Peruvian people and their best sons and daughters.
Between the 18th and 21st of November, agents of DINCOTE (National Counter Terrorist Directorate) detained four lawyers who were members of the Association of Democratic Lawyers. These were Ernesto Messa Delgado, Carlos Gamero Quispe, Luis Ramon Landauri and Teodoro Bendezu Montes, victims of arbitrary and illegal detention (because the old state does not respect its own laws). To date, neither the genocidal, sellout and fascist dictatorship of Fujimori nor the armed forces nor police have made official statements about the arrests and the reasons for them. They have only confirmed that the arrests have taken place.
The members of the Association of Democratic Lawyers are those who for years have taken up the defense of political prisoners, prisoners of war and those accused of "terrorism, apology for terrorism and/or treason to the fatherland," for which reason they have been victims of constant, systematic threats, scare tactics, assaults, assassination and disappearances. Their offices and homes have been raided repeatedly by the armed forces, police, and their various agents and paramilitary groups with the consequential loss of documents, materials, records, etc. The democratic lawyers are also known and respected for not profiting from their services, on the contrary often they don't receive any remuneration at all. It was also two democratic lawyers who took up the legal defense of Chairman Gonzalo after his arrest and who later were condemned to life in prison for the sole act of having exercised their professional duties by taking up the defense of Chairman Gonzalo.
These arrests, along with the fact that they have announced the existence of "a list of 200 lawyers who are currently under investigation for probable links with terrorism and who may be arrested in the following months," according to the lawyer Diego Obr?gon Palacios, are clear signs of the systematic repression and the genocidal plans which are being carried out by the puppet Fujimori and his genocidal armed forces against the heroic Peruvian people rising up in People's War. These genocidal plans make up part of their so-called strategy of Low Intensity Warfare, designed and directly led by imperialism, principally Yankee imperialism. This is one aspect; another is that it clearly shows their desperation in the face of the unstoppable advance of the People's War which has developed and has crushed their dark dreams and those of their masters and sidekicks: imperialism and the revisionist capitulators of the right opportunist line (ROL) who have been reduced to a handful. It shows their dread and impotence in the face of the sharpening and the polarization of the class struggle in Peru which is being stirred up by the People's War, which is passing the bend in the road, and the brilliant success of the present campaign of the plan Overcome the Bend in the Road, Developing the People's War!
This attack against the democratic lawyers is also a direct attack against the political prisoners and prisoners of war, an attempt to deprive them of any type of defense and legal assistance, thereby seeking to isolate them totally. That is to say, it forms part of their specific plans to develop and apply a major massacre against the political prisoners and prisoners of war, in a vain attempt to annihilate the People's War and the Communist Party of Peru. It is necessary to recall that all the massacres against the political prisoners and prisoners of war that the old state have carried out to date have been preceded by similar measures.
The MPP rejects and condemns these attacks against the democratic lawyers in the strongest manner and calls upon world public opinion to unite around this condemnation and rejection and to defend the life and integrity of the democratic lawyers.
