It was Ernst Mandel, I think. He wrote a book of the same name? At 
least Fredric Jameson has related late capitalism with 'information 
age', though as 'post-modern culture'. I'm not sure whether Daniel 
Bell applies in relation to that, but he was among the first ones to 
theorize 'post-industrial' information age.
