Your my kind of biological entity Carrol, actually I wrote it. Oddly the 
post you refer to was a part draft that some how escaped my mac. I belief 
this might have had something to do with my eighteen month old (Bethan) 
who I found lurking mischievously in my office. This would also explain 
the +rbhhhy-y-byugy7y bit at the end.As I reposted this again I stand 
doubly condemned as a writer of a most retched kind. My only defense is I 
read lots of regulation school political economy and state theory. My ego 
is deflated, I shall burn my thesaurus.
