Standard jargon in the field; I'm surprised you haven't heard it, since
it'd be hard to miss after even the most rudimentary research. Slowing
traffic through the use of timed lights, speed bumps, curves, lines painted
on the road, etc. For true autophobes like me it's a wimpy compromise.
