According to McNally, Malthus was the major flagwaver for the ruling classes at the beginning of the 19th century. Malthus' political economy attempted to turn political economy into a pure weapon of the ruling classes by purifying Adam Smith's doctrines of capitalism of any impulse to social improvement and by denying any "right of subsistence" to the working classes or their children.
