Whose estimates?

I read an article in the Guardian which said that recent
access to the old NKVD records indicated that the number
of those executed was around 700,000.

The 30 million figure tends to be put out by revisionist
historians who want to reverse the verdict of history on
WW II. Hence Hitler has to be presented as the lesser of
two evils which requires a larger total of Soviet executions.
