True, but who here is arguing for the Stalinist bureaucracy's way of 
voting? Better was the old Soviet method, everyone gets together in a 
room and argues and votes.

Fidel doesn't get voted for by the general public. If you had paid
attention to what I was writting, instead of trying to score point, you
would have noticed. Fidel is beholden to the council which eclected him,
to carry out tasks which they deisgnate, at least in theory. In reality,
his stature as the hero of the revolution makes him the leader, with the
council rubber stamping him. But as one approaches the bottom layer of 
councils, you find more and more real democracy. Voting takes place in 
the old soviet method.

Your equation of Leninism with Stalism is old, tired, and utterly 
disproven long ago. Get a new argument.
