I don't know. Fidel doesn't get voted for by the general public. If you had paid attention to what I was writting, instead of trying to score point, you would have noticed. Fidel is beholden to the council which eclected him, to carry out tasks which they deisgnate, at least in theory. In reality, his stature as the hero of the revolution makes him the leader, with the council rubber stamping him. But as one approaches the bottom layer of councils, you find more and more real democracy.
