I have no idea the degree of consciousness of the people for whom 
this leaflet was written. It appears to be propagandist rather than 
agitational. For what people in what setting was it aimed?

My other question is that it seems to argue that People's war is 
the "only" way. How then can you unite with larger sections of 
the people in favour of limited reforms eg resistance against
the privatisation of Petro-Peru which might I assume as an outsider,
have the possibility of a wide range of support?
