Sorry, Charlotte, you are right.  Guinier is not for racial redistricting
but for proportional representation.  Indeed hers is the first essay in the
Petersen volume I mentioned.  Classifying by Race, ed. Paul Petersen. I
think I have been misled by the review which I read. Reading the essay now.
