	Skills can't change wage rates unless the country is a
proportionally large net exporter or importer.  The argument that workers
(in the industrial, capitalist world, at least) are poor because they lack
skills is a clear fallacy.  Unless jobs go begging for want of qualified
workers, there is no basis for the argument. 


	The "skills" argument usually camouflages a situation of a decline in
industrial production, which is clearly what creates value.  Likewise, simple
screw-turning on employees to get better productivity is argued to be a
change in the market for "skills".   The rationale for this is a false
assumption about a labor "market."
