Two questions -

In the New Flag article on privatization in Peru, we read:

"The privatization enforced by the military of
key economic strategic sectors, are being resisted by the workers
and people, mainly because of the increase of the political and
military actions of the People's War in 1995."

1. How are these maneuvers being politically resisted by workers 
and popular forces? 

2. Is it mainly because of the People's War or mainly because of the 
IMF that workers are resisting privatization?
