While the Peruvian people intensified their struggle with bold military and
political actions during the May offensive celebrating the 16th anniversary of
the People's War (May 17, ILA-80), Fujimori was begging for aid from his
imperialist master in the White House.  His "victory against Sendero" has
suddenly evaporated. The lie about a defeated or contained Maoist
insurgency was propagated by the big bourgeoisie and imperialists to the
four corners of the world, in order to shape public opinion for the benefit of
the old state and the reactionary armed forces. They were dreaming!

The Communist Party of Peru (PCP) has achieved four important
milestones: Definition, Preparation, Beginning and Development of the
People s War. In 1991, the revolution reached the stage of strategic
equilibrium with the old State, and today it is preparing the strategic
offensive, which will culminate with the insurrection in the cities, and the
conquest of power countrywide.  The driving force for the success of this
revolution is the ideology of the Peruvian proletariat:
Marxism-Leninism-Maoism, Gonzalo Thought (MLM-GT), the key weapon
of victory. It is MLM-GT ingrained in the masses, who through a strategic
centralization and tactical decentralization, conduct the People s War in
almost the entire country. The world knows the devastating blow against the
imperialist Shell Oil Company, the electrical blackouts in Lima, the marches
and strikes of the masses for better wages, the red flags and torches posted
on hills, bridges, and buildings of Lima and the armed strikes in the
countryside. Even the reactionary press could not deny it. Who leads this
revolution? The Central Committee (CC) approves and carries out strategic
operating plans in its four forms of struggle: agitation and propaganda,
sabotage, selective annihilation, and guerrilla combat.  The CC determines
the directives, the political objectives, establishes periods and fixes the
chronology. What should the revolutionaries of the world learn from the
People s War?

1) The Peruvian revolution began out of nothing, and built a Communist
Party with a correct line and a mass character. With the People's War, the
Party was developed, the People's Army of Liberation was forged and the
New Power was born. Party, Army and United Front are the basic
instruments of the revolution. It is not how many you are, the issue is how
to initiate the armed struggle if the conditions are ripe.

2) The PCP has wrested the weapons away from the enemy, and the transfer
of modern weapons is now taking place steadily. No revolution in the world
has been more economical and self-reliant than the PCP. Finally, the PCP
has overcome the "bend in the road," (the capture of President Gonzalo,)
developing further the People's War. It has defeated the
counterrevolutionary hoaxes of "peace talks" and "splits" to the point that
even the reactionaries all over the world are shouting: "Sendero is back!"
And along with its return, the inflated balloon of an "economic miracle" of
the tyranny, is collapsing. 

We hope you enjoy our biggest issue yet. Our readers have asked that we
publish more regularly, so to the extent that resources permit we aim to
make more frequent issues.  We are keeping the 10,000 copies per issue for
now, but plan to increased it in the future with more subscribers in the U.S.,
Asia, and Australia.  Our task of informing the world about the People s
War grows more urgent as the struggle approaches the conquest of power.

Our pledge is to constantly improve our work to better serve the people.
