                          BRIEF NEWS

                 THE NEW FLAG Vol. 3 No. 1, July 1996

LIMA. THE NATIONAL OFFICE OF COUNTERINSURGENCY'S "HUMAN           
      SETTLEMENTS" HIT.

At 11:30 PM, on May 18th, combatants of the PCP took over and smashed
the headquarters of the National Office of Human Settlements in charge of
the concentration camps and human settlements run by the armed forces in
order to "dry the sea" and prevent the participation of the masses in the
People s War. This is the third time that this fascist organization heavily
protected by the military, has been attacked by the PCP. [La Republica,
May 20, 1996]  The regime tried to cover these victorious actions of the
People's War by reporting unconfirmed "capture of terrorists."


LIMA. THE RED FLAG OF THE PROLETARIAT WAVED ON ALL
BRIDGES.

One of the most celebrated events on May 17th was the presence of huge
red flags with the hammer and sickle prominently displayed on each bridge
in Lima and on top of the surrounding hills. One flag on the hill named
 San Cristobal  was displayed for almost the entire day, and it was taken
down only after an Army patrol was blown to pieces by a hidden explosive
inserted at the bottom of the flag. The same day, hundreds of workers,
teachers and public employees marched in the streets against the economic
policies of the regime, especially against the increase of the cost of living. 
In the interior, a three day armed strike was declared in Ayacucho,
Huancavelica, Apurimac, parts of Cusco, Huallaga valley, etc. where the
workers, peasants, and the people carried out a successful strike. 

Bridges where red flags were placed on May First: Ramiro Priale,
Hu nuco, Cerro San Cristobal, Avenida Prąceres de la Independencia and
Carretera Central, and Huaycan.

LIMA. REACTIONARIES CRY: "THE RETURN OF SENDERO."

The reactionary Magazine SI, home of the most notorious senderologists
such as Carlos Ivan Degregori and Raul Gonzales, now openly cries about
the "return of Sendero." They swallow the worldwide counterinsurgency
propaganda of a "defeated Sendero." Rospigliosi of SI states: "Sendero
celebrated the 16th Anniversary of its armed struggle with many explosions
that we haven't seen for the last few years. They are back in many ways
and forms. Sendero has been reconstituted, and it is lubricating its war
machine in several political and military campaigns. Sendero, in
presentations to the peasants of Huanta (Ayacucho) and Puno (border with
Bolivia) has changed its approach. Sendero now states: We have made
some mistakes...the countryside is Sendero's natural environment. They are
back. The Army run paramilitary rondas will eventually be defeated...We
should not dismiss Sendero's emerging capacity." [Magazine SI, May 23,
1996.] WHEN THE ENEMY CONFESSES, NO MORE PROOF IS
NEEDED!

Fujimori: "My government has a total respect for freedom of the press and
speech in all its facets." [Fujimori's news service, Andina, May 3, 1996]

>From 1991 to 1994: 631 disappearing at the hands of the Armed forces.
199 were under 18 years old. [Aprodeh, El Mundo, Spain April 9, 1995]

LIMA. MOLOTOV COCKTAIL IS LAUNCHED TO HOUSE OF
FUJIMORI'S ADVISOR FERRERO COSTA. On May 2, the house of
Ferrero Costa, a fascist member of Fujimori's kangaroo Congress, and his
close advisor were hit by a Maoist contingent.  This political-military action
is reminiscent of the spectacular guerrilla action to the home of the
psychiatrist Segisfredo Luza (a torturer of President Gonzalo), and
Fujimori's right hand man Victor Joy Way in July 1995. [La Republica,
May 2, 1996]

SATIPO. A MILITARY BASE IS SMASHED BY THE PCP. On April
22, a Maoist contingent took over the military base of Valle Esperanza,
Department of Junin.  On May 2nd, 1996, another patrol was hit after
trying to recapture the post.  At least 20 military and paramilitary rondas
were executed by the PCP [El Comercio, May 3, 1996]

REVEREND MICHAEL YASUTAKE DENOUNCES THE FASCIST
DICTATOR.

In an article, "Fujimori's Peru" [Diario la Prensa, NY, March 28, 1996]
Rev. Yasutake denounced the butcher Fujimori based on his visit to Peru
with the IEC Delegation on July 1995.  He stated: "Dr. Guzman is in
complete isolation, his lawyers, relatives nor his friends are allowed to see
him.  In reality we don't even know if the International red Cross is being
allowed to see him.  "In my trip, it was very clear that the people supported
the insurgency, people in the street greeted and welcomed us... even in a
restaurant people cheer us and invited us to a melody of Zorba the
Greek..."  Rev. Yasutake ended his article with a clear statement that the
People's War must continue towards final victory: "The feeling of the
people is that the war waged by Sendero Luminoso must continue because
the people cannot achieve justice with this government." [Rev. Yasutake is
a  priest at the St. Matthew's Episcopal Church in Evanston, Illinois, USA.]

1996: First trimester, as a result of the implementation of the IMF's Brady
Plan, the service paid for the foreign debt was 26% of the total exports of
goods and services ("bienes y servicios") in 1996, if these exports are the
same as in 1995.  This amount is much higher than the one paid in 1994-
1995: 16% and the highest in the last decade.  ["Interim Report: First
Quarter 1996," by Oscar Dancourt and Waldo Mendoza, Universidad La
Catolica, Departamento de Economia.]

THE LONGER DEGREGORI AND TAPIA LAY AROUND
SPREADING THEIR LIES, THE MORE THEY SMELL. 

"Mediocre men often have the most acquired knowledge." (Goethe) El Pais
(Spain, June 9, 1996) reported an interview with senderologists Carlos Ivan
Degregori and Carlos Tapia.  Both are well paid agents of Yankee
imperialism: the first heads the USAID funded NGO "Institute of
Peruvian Studies," and the second the NGO "Ceprodep."  Both are actively
involved in counterinsurgency activities on behalf of the Armed Forces.

ACT 1. Let's see the psychological warfare material they prepare:
Degregori told El Pais: "... Once a terrorist of Sendero was put into a cage,
then an Army soldier opened up his heart and drank his blood."  He said,
"when Sendero moved forcefully into Lima in the early 90's, they thought
that they would get more supporters there than they got in the
countryside."  Interesting discovery!  This contradicts his reactionary
pamphlet "SL: Tristes and fatales desencuentros" in which he claimed that
the PCP was defeated in the countryside by the paramilitary rondas.
Degregori makes up another lie: "In 1981, Sendero said that Ayacucho was
going to be a liberated zone in 1985." As usual this wretch gives no source,
but other Senderologists like Poole or Isbell in the U.S. generally use his
tall tales as a serious source.

Degregori neglect to report that the speech from the cage on September
1992 was a masterful action that the leader of the Peruvian revolution gave
to boost morale and provide guidance to the combatants.  That simple
action crushed the hoaxes of "peace accords, letter and videos" fabricated
by the SIN/CIA.  Degregori makes up more stories and PCP sources:
"Sendero said that the Republic of New Democracy would be installed by
1990.  But I think it will be by the year 2,000. Sendero has only 500 people
in the North, much of its current leadership is coming from abroad."

Finally, Degregori lamented the bold development of the People's War
after the bend on the road: "They are able to recover themselves.  They
have demonstrated a political will never seen before in the history of Peru." 
Apparently, he forgot his 1993 statement to the reactionary outlet La
Republica in which he said that Sendero was defeated.   

ACT 2. The agent Carlos Tapia, showing a map with Sendero's activities,
states: "Four years ago, Sendero had 8,000 fighters, 4,000 in the People's
Guerrilla Army, 2,600 in the Party..." But, didn't he say in Caretas No. 1408
that the "Abimael's hard disk" revealed there were 23,430 fighters in 1991
without counting the combatants in the Huallaga Valley?  When asked why
they harbor deep hatred to the Senderistas, Tapia and Degregori invent an
interesting story: "In Ayacucho, in 1967, we heard that Che Guevara died,
and we dedicated a classroom lesson in his memory... the Senderistas came
after class and told us, "dogs, we will kill you like rats" and we cried for
mercy."  The fact of the matter is that these two depressing individuals sold
their souls to Yankee imperialist and the bloody armed forces for a plate
of beans and have become bitter enemies of the Peruvian people with
debts of blood on their hands that some day they will justly paid.  They
have incited the armed forces to commit several murders and genocides
against the Peruvian people (cases of Huaycan and Barrios Altos). It is
good they are being exposed before the world public opinion.
